The implementation of the strategic service delivery and development priorities in the government departments, municipalities and parastatals will be the focal point when the Limpopo Provincial Government conducts its two-day mid-term Budget Lekgotla later this week.
The Lekgotla is also expected to conduct an intensive performance assessment of the implementation of the Provincial Administration’s priorities.
The political chairpersons of the various clusters will also table their quarterly reports at the Lekgotla. The Lekgotla will present an opportunity for each government department in the province to prepare a presentation, which should highlight Meduim Term Expenditure Expenditure (MTEF) period 2011/2014 where key projects should be aligned to the Limpopo Employment Growth and Development Plan (LEGDP) and the budget that will be required for that period.
The Lekgotla will further receive an indication on the support required by municipalities to be able to effectively respond to the social and economic challenges at a local level.
Participants at the Lekgotla will include all Members of the Executive Council (MECs), Heads of Department (HODs), Executive and Local Mayors, the South African Local Government Association (Salga), the House of Traditional Leadership, Municipal Managers, Heads of State-Owned Entities, Eskom, Development Bank of Southern Africa, and the Independent Development Corporation (IDC).
Other key objectives up for discussion at the Lekgotla include the following:
- the interrogation of the budget inputs for the financial year 2011/2012
- to determine the capacity of the departments to implement the provincial priorities;
- to review progress on the performance of the provincial administration in terms of the provincial strategic priorities
- reach consensus on the MTEF period (2011/12 – 2013/14) priorities and targets
The Lekgotla will further get a status report from the Provincial Treasury on the analysis report on the personnel budget against the service delivery budget. The report will include among other things the personnel norm per department and the extent to which each department has moved beyond the norms and standards.
