Launch of the Provincial Gender Barometer

In pursuance of the Commission for Gender Equality (CGE) monitoring and evaluation role of policies and practices of state organs, state agencies, public bodies and the private sector in order to promote gender equality and the rights of women, the CGE in 2008 completed a research study and produced a report on South African Gender Barometer.

The report presents a summary of the findings, conclusions and recommendations of the first Barometer study which seeks to assess progress institutions focusing on the public sector, and the development of a system to facilitate the regular monitoring and evaluation of gender transformation in South Africa. This monitoring and evaluation system is called the Gender Barometer.

The Barometer consists of three sections, namely the baseline study, the main research study and an electronic version/ web – based monitoring and evaluation system which will be administered to government departments (national, provincial and local) on an annual basis.

The aim of the launch is to sensitise the Provincial Heads of governments departments– and their political heads (if possible) – about the main findings of the research study and to get their commitment to facilitate the completion of the web – based tool by their various heads of gender equity sections and by ensuring that the tool is forwarded back to the CGE for analysis of data and report writing of the findings.

These findings would be tabled in Parliament annually. The CGE thus seeks to create a platform to bring together these government leaders at provincial and local level to a launch of the Gender Barometer.

The objectives of the proposed launch and desired outcomes are:

  • To sensitise government departments and municipalities about the mandate of the CGE with specific reference to our monitoring and evaluation function
  • To secure and sensitise the departments and municipalities about the research findings of the Barometer and
  • To secure government departments and municipalities’ commitment to promoting gender equality and enhancing the status of women.
