Invitation to the media briefing on the licensing of High Demand Spectrum

The Independent Communications Authority of South Africa invites all interested parties and media to a media briefing to present a framework for the licensing of high demand spectrum for broadband (2.6GHz and 800MHz).

The Authority is of the view that this regulatory process will go a long way in introducing innovative sharing mechanisms and to allow as many new players as possible to have access to the 2.6GHz and 800 MHz bands.

Furthermore, this licensing process seeks to, among others; achieve the following national policy objectives:

  • facilitate the introduction of new national and rural providers of electronic communications, including broadband
  • ensure that participating licensees contribute to broad-based black economic empowerment.

The Authority will therefore publish an Invitation to Apply and the Spectrum Assignment Plan on Friday, 9 December 2011 for public comments by 24 January 2012; and the closing date for applications will be 23 March 2012.
