The Independent Communications Authority of South Africa invites you to a media briefing scheduled as follows:

The briefing will focus on the following:
1. The Publication of the End User and Subscriber Service Charters regulations and the Findings document. The regulations are applicable to Electronic Communications Service (ECS) and Electronic Communications Network Service (ECNS) licensees. The purpose of these Regulations is to prescribe the minimum standards for end-user and subscriber service charters.
The regulations will benefit the public, particularly consumers in dealing with their service providers on matters related to the standards to be achieved by service providers. Such service standards include but are not limited to availability of services within their area of coverage, connectivity (including dropped calls) as well as turn-around times with regard to complaints handling.
2. The outcomes of an enquiry into the 2.6 and 3.5 GHz frequency bands
In November 2006, the Authority published a discussion document soliciting written comments from interested persons regarding the procedures and criteria for granting a radio frequency spectrum licence for competing applications or in instances where there is insufficient spectrum available to accommodate demand.
The discussion document was followed by public hearings in 2007. After that the Authority issued the findings document calling on people to make further comments.
The Authority has now published the draft regulations and reasons document on the procedures and criteria for granting radio frequency spectrum licence for competing applications or in instances where there is insufficient spectrum available to accommodate demand.
