The Independent Complaints Directorate appeared before the Portfolio Committee on Police on 1 November 2011 to present its Annual Report 2010/11. At that meeting, the committee asked for more details in regard to the operating leases reported in the Annual Financial Statements (AFS). The ICD will provide the aforesaid detailed information to the Portfolio Committee on Police on 4 November 2011.
There are also reports that a complaint has been lodged with the Public Protector regarding the lease of the ICD's national office. The ICD welcomes any investigation and will cooperate with the Public Protector by providing all relevant information and assistance.
The ICD further wishes to place on record the fact that it never identified any of the 17 buildings that it occupies nor did it enter into any agreement with the landlords. The ICD merely occupied the buildings that were procured for it by the Department of Public Works.
When the ICD gave the Department of Public Works its needs analysis for the national office in 2007/08, the growth in staff was not expected to be significant. However, at the time of occupation of 114 Vermeulen Street (national office) in September 2010, the staff complement of the ICD had grown and with the passing of the IPID legislation, the staff is projected to grow further. As things stand, 114 Vermeulen Street will be able to accommodate such growth in the short to medium term.
