SCOPA’S Ad Hoc Committee to report on public entities investigation

The North West Provincial Legislature’s Standing Committee on Provincial Public Accounts (SCOPA) established an Ad Hoc Committee to investigate the status of public entities in the province, with particular reference to Signal Developments (PTY) LTD.

The Ad Hoc Committee Chaired by Hon. Mahlakeng will be handing over their findings to SCOPA at 12h30 on Tuesday, 5 March 2013 at Leopard Park Golf Club. After this meeting, the North West Housing Corporation will appear before the same Committee at 14h00 followed by Social Development MEC Mokomele-Mothibi at the Legislature, Committee Room 2 at 15h30 same day.

Signal Developments (PTY) LTD is a private company that falls under the Department of Finance and was incorporated by the former Bophuthatswana Government as a vehicle to facilitate the development, financing and maintenance of the Leopard Park Golf Course in Mmabatho. The company has never submitted Financial Statements since 1990. The value of its assets amounts to about R500 million.

The Ad Hoc Committee was looking at, amongst others; how Signal Developments (PTY) LTD was established; whether there was property or assets sold and where the proceeds went to. It also looked at the lease contract of the Golf Course and the holder thereof.

MEC Mokomele-Mothibi admitted to misusing tax payers’ money amounting to R 174 000 to pay for her friend and officials to go to Bloemfontein to attend the African National Congress Elective Conference in December last year. She committed herself to pay all the money back to the state coffers in full within seven working days effective from the day of the meeting. The Committee will be holding a follow up meeting for that.
