Premier Stanley Mathabatha to deliver address at SMS Graduation Ceremony – 21 August 2018
The Premier of Limpopo Province, Mr Chupu Stanley Mathabatha will deliver an address at the graduation ceremony of Senior Management Service (SMS) on the 21 August 2018. Ninety-five (95) SMS will graduate from the University of Witwatersrand (Wits School of Governance).
The programme follows, the Department of Public Service and Administration (DPSA) directive in November 2014, on Compulsory Capacity Development, Mandatory Training Days and Minimum Entry Requirements for members of the Senior Management Service in the Public Service. Emphasis in this directive was to address lack of skills and expected training days per annum on the Senior Management level. Key to this capacity building and skills shortage is to have a Public service that is run in a professional manner as per National Development Plan and improve service delivery to the people of the province.
In an effort to address the skills gaps of SMS members as indicated through Competency Assessment, Audit Outcomes, MPAT results and other performance gaps, the Limpopo Provincial Government entered into the framework agreement with Wits School of Governance on the training that can be offered by the institution over a period of three (3) years (2017 – 2019). As such the following programmes were identified for the first (1) year of training:
- Public Sector Governance and Risk Management (NQF – 8)
- Programme and Project Management in Public and Development (NQF – 8)
- Public Finance and Fiscal Management (NQF – 9)
- Monitoring and Evaluation Planning and Management (NQF – 7)
- Advanced Public Sector Procurement and Supply Chain Management (NQF – 7)
The training covers SMS members from various departments while the Office of the Premier facilitate logistical arrangements during the duration of the programme. Members of Executive Council (MECs),
Heads of Department (HODs) and Chief Financial Officers (CFOs) are expected to attend the graduation ceremony.
