Parliamentary delegation attends Legislative Summits on COP20, 1 to 12 Dec

The Chairperson of the Portfolio Committee on Water and Sanitation, Mr Mlungisi Johnson, is leading a multiparty delegation of Members from both Houses of Parliament to the GLOBE (Global Legislators Organisation) Legislators’ Summit and the Inter-Parliamentary Union (IPU) meeting in Lima, Peru, to galvanise parliamentary action on climate change issues.

The delegation comprises:

The two meetings come alongside the 20th session of the Conference of the Parties (COP20) to the United Nations Framework Convention on Climate Change (UNFCCC) and the 10th session of the Conference of the Parties serving as the meeting of Parties to the Kyoto Protocol (CMP10) from 1 to 12 December, also in Lima.

The GLOBE Legislators’ Summit will provide parliamentarians from around the world with the opportunity to explore the latest developments regarding climate finance, climate risk mitigation and renewable energy sources ahead of crucial months on the road to Paris 2015 (COP21), w here a legally binding treaty is envisaged to be adopted. The legislators will also discuss a reporting mechanism for their pledges to raise the ambition of national positions through parliamentary action between COP20 and COP21.

The IPU meeting will offer parliamentarians an opportunity to obtain first-hand information on the main issues and orientations of COP20/CMP10, interact with government negotiators directly involved in the UNFCCC decision making process, gain better knowledge of the recommendations adopted by the IPU about parliamentary action on climate change and exchange views on parliamentary follow-up to the session in Lima.

Information exchanged will empower legislators to undertake the necessary work of developing national legislation - a cornerstone to reaching a comprehensive and legally-binding treaty by COP21. The meeting will also strengthen the working relations between the IPU and the United Nations in the final push towards a credible global climate treaty in 2015.
