National Council of Provinces to hold three day workshop on Mandate and Procedures of the Council, Good Hope Chambers, Parliament

The National Council of Provinces (NCOP) will hold a three-day workshop starting on Monday with its Presiding Officers, House Chairpersons, the NCOP Chief Whip, Whips, Provincial Chief Whips, the Chairperson of Chairpersons, party representatives and Chairpersons of NCOP Committees.

The NCOP’s current Presiding Officers, former Presiding Officers and the Secretary to the NCOP are scheduled to make presentations and participate in the workshop, which will cover the following topics, among others:

  • The constitutional role of the NCOP in our democratic dispensation
  • Programmes and activities to deliver on the NCOP’s mandate (Taking Parliament to the People, Provincial Week, Local Government Week and Oversight Week)
  • The role of office bearers in managing the business of the NCOP (including governance structures)
  • The role of Whips in managing business of the House and provincial delegations
  • The NCOP’s role in the law making process
  • The role of the NCOP in promoting the constitutional principles of co-operative governance and intergovernmental relations
  • The budget process and budget votes
  • Decorum and rules of debate
  • Notices of motion, motions without notice, written and oral questions.
