The Minister of Cooperative Governance and Traditional Affairs (COGTA), Mr Velenkosini Hlabisa, will address a Ministerial high-level policy discussion at the South African Infrastructure Development and Investment Symposium (SIDSSA) 2026, focusing on ‘Reimagining Municipal Trading Services: Building Financially Sustainable Cities through Infrastructure Investment’.
The discussions will examine how municipalities can reimagine and strengthen their trading services to ensure that infrastructure is not only developed but also properly maintained and financially sustainable over the long term.
The Minister will emphasise the need for stronger collaboration between national and local government, the private sector, development finance institutions and other stakeholders to unlock investment, improve project preparation and accelerate infrastructure delivery.
As South Africa’s premier infrastructure coordination and investment mobilisation platform, SIDSSA brings together government leaders, industry experts and investors to strengthen partnerships, address systemic delivery challenges and accelerate implementation. Since its inception in 2020, the symposium has contributed to strengthening the national infrastructure pipeline, mobilising funding and advancing strategic infrastructure initiatives.
Minister Hlabisa will use the platform to reinforce the COGTA’s commitment to “Making Every Municipality Work”, with infrastructure investment positioned as a critical pillar of functional, capable and financially sustainable local government.
