Minister Nkosazana Dlamini Zuma takes part in debate on National Council on GBVF Bill in Parliament, 31 Oct

Minister in the Presidency for Women, Youth and Persons with Disabilities, Nkosazana Dlamini Zuma will take part in the debate on the National Council on Gender- Based Violence and Femicide (GBVF) Bill on Tuesday, 31 October 2023, from 14:00-16:30 at National Assembly.

The National Council on Gender-Based Violence and Femicide (NCGBVF) Bill [B31 - 2022] was tabled in Parliament and referred to the Committee on 11 October 2022 for information. The debate will form part of the second reading debate where Parliament will vote on the NCGBVF Bill.

The Bill seeks to:

  • Establish the NCGBVF;
  • Provide for the objects and functions of the Council;
  • Appoint the Board of the Council;
  • Provide for the appointment of members of the Board;
  • Provide for the term of office of members of the Board;
  • Provide for the termination of members of the Board;
  • Provide for the termination of membership of the Board;
  • Provide for meetings of the Board;
  • To provide for the establishment of committees of the Board;
  • Provide for the appointment of the Chief Executive Officer and the Secretariat Unit of the Council;
  • Provide for the establishment of norms and standards for the provincial and local working groups;
  • Provide for the making of regulations;
  • And to provide for matters connected therewith. 


The National Council on GBVF Bill, as mandated by the South African Constitution, underscores the urgent need to combat gender-based violence and femicide. The Portfolio Committee, representing diverse political parties, overwhelmingly endorsed this Bill, showing a unified commitment to eradicate this scourge. The proposed Council, with a balanced composition of government and civil society representation, aims to foster collaboration in addressing gender-based violence and femicide effectively. It will coordinate a multi-sectoral approach, set priorities, and promote information exchange to create a society free from violence and discrimination, marking a significant step toward eliminating these problems in South Africa.
