The Department of Basic Education and the British Council are proud joint facilitators of the training of provincial and district English First Additional Language (EFAL) subject advisors, together with universities and teacher unions, in the Certificate in Primary English Language Teaching (CiPELT) Intermediate Phase Workshop from 22 to 26 July 2013.
A successful partnership between the British Council and the Department of Basic Education (DBE) has led to a nationwide roll-out of CiPELT (Certificate in Primary English Language Teaching) targeting 100 000 teachers in the Foundation Phase (grades 1 to 3) and an additional 100 000 in the Intermediate Phase (grades 4 to 6). This exciting initiative has come about as a result of an intensive consultation exercise that identified specific needs and the development of a joint plan taking into consideration existing structures and resources. CiPELT was consequently chosen as the most appropriate course and customized to match the national local curriculum, CAPS.
In 2012, for the first time, universities, national, provincial, and district subject advisers together with all five teacher unions, attended a joint training course in Primary English Language Teaching run by UK and South African trainers. The course will be run annually for the next three years, as indicated in the Memorandum of Understanding between the DBE and the British Council.
CiPELT will retain further value beyond the originally planned timeframe, as a number of universities from across the country, who recently engaged in discussions convened by the Departments of Higher and Basic Education, have shown strong interest in accrediting the course, including the University of South Africa (UNISA), the largest university in the country and one of the largest distance education institutions in the world.
