Gauteng Legislature holds public hearing on 2020 Division of Revenue Amendment Bill, 16 Jul

The Gauteng Provincial Legislature’s Portfolio Committee on Finance will on Thursday 16 July, hold a public hearing on the 2020 Division of Revenue Amendment Bill that was tabled by the Minister of Finance on 24 June 2020.

On a year to year basis government appropriates resources in order to meet annual priorities as outlined through the programme of action of government.

The Division of Revenue Bill, being a draft version of a law or Act should this year be understood in the broader context of the prevailing fiscal circumstances, that is, a stagnant economy, dwindling revenue streams and increasing demand for service delivery. Because of this fiscal pressure, National Treasury has revised the 2020 MTEF Fiscal Framework effecting reductions across all allocations to different spheres of government.

The public hearings are meant to ensure that communities understand and take full responsibility of infrastructure investments (schools, clinics, roads etc) that are made this far in their areas because government does not have infinite resources to roll out or continue with service delivery infrastructure. Instead the 2020 budget has been reprioritised to deal with the pandemic.

It is also the Legislature’s consistent mandate with constitutional imperatives on public hearings that facilitate public involvement in the legislative and other processes of the House and its committees; and conduct business in an open manner.

Members of the of the public and Media are invited to form part of the public hearing and participate meaningfully in all GPL processes.
