Gauteng Legislature confront concerns over community policing and patroller structures, 14 Aug

The Gauteng Provincial Legislature’s Portfolio Committee on Community Safety will convene a stakeholder engagement session on the functionality, governance and management of Community Policing Forums (CPFs), Community Patrollers and other community-based safety structures across the province 

The engagement comes amid growing concerns raised by CPF structures regarding the management and treatment of community patrollers and the broader functioning of community-based safety structures.

Among the issues that the Committee will seek to interrogate are allegations of threats and intimidation directed at community patrollers by certain officials and coordinators, as well as allegations that patrollers are being discouraged from exercising their constitutional right to freedom of association, including through alleged threats of contract termination.

Stakeholders have also raised concerns about practices relating to the treatment, management and coordination of community patrollers which may undermine volunteerism, morale, trust and the effectiveness of community safety initiatives.

The Portfolio Committee will use the engagement to hear directly from affected stakeholders, assess the challenges confronting these structures and determine what interventions may be necessary to strengthen accountability, governance and cooperation within Gauteng’s community safety architecture.

The session is expected to provide an important platform for frank engagement between community safety structures and relevant authorities, with the ultimate objective of ensuring that those who work alongside law enforcement to keep communities safe are supported, protected and treated fairly.
