Gauteng holds public hearings on the Disaster Management Amendment Bill, 13 to 14 Aug

Public hearings on the Disaster Management Amendment Bill, 2002 (Act No. 57 Of 2002) - Co-Operative Governance, Traditional Affairs and Human Settlements Portfolio Committee

Led by its Chairperson, Honourable Mohatla Tseki, the Gauteng Provincial Legislature’s COGTA & Human Settlements Portfolio Committee, will convene public hearings on the Disaster Management Amendment Bill, 2002 (Act No. 57 of 2002).

These are part of the Committee’s consultation process with the people of Gauteng and other interested groups/organisations on the Amendment Bill introduced by National Parliament in an effort to address challenges that arose during implementation of the Act since its promulgation in 2003.

The Public Hearings are scheduled to take place as follows:

The (principal) Disaster Management Act of 2002 is internationally acclaimed for its emphasis on prevention and its relative comprehensive approach to Disaster Risk Reduction (DRR). Significant challenges have been experienced during implementation, particularly at the level of local municipalities. A review was done aimed at tackling these challenges by maximising the effect of disaster management legislation to all communities at risk.

This culminated in the Disaster Management Amendment Bill which was approved by Cabinet for public comment and published in Government Gazette number 36580 (Notice No. 637 of 2013) on 19 June 2013. The explanatory summary of the Bill, as required by Rule 241, was published in the Government Gazette on 30 January 2015.

Calls to amend the Disaster Management Act, 2002 came from the country’s political leadership; South African Local Government Association (SALGA); Disaster Management Institute of Southern Africa (DMISA); National Disaster Management Advisory Forum (NDMAF); Academics; Practitioners; and Research reports by SALGA, the IFCC and the FCC.
