The Independent Communications Authority of South Africa hereby notifies stakeholders and the media about the scheduled public hearing of the matter between ICASA and Screamer Telecoms.
This follows a referral by ICASA to the Complaints and Compliance Committee (the “CCC”) in August 2011 in which the Authority alleged that Screamer Telecoms contravened the Electronic Communications Act, in that between January 2007 and May 2011, Screamer Telecoms was transmitting signal by radio or used radio apparatus to receive a signal by radio without a radio frequency spectrum licence.
The matter was first heard on 25 June 2012 and subsequently postponed due non-availability of an important witness. The matter was finally heard from 11 to 13 September 2013.
It was at this hearing that it became apparent that the services of an expert witness in telecommunications was required to enable the CCC to fully understand the technical aspects of this case to enable it to come to a just and correct finding. In order to secure the services of an expert witness, the hearing was postponed further and is now ready to be heard as follows:
