Employment and Labour set to host a breakfast session to launch the implementation of MHI Regulations - Kwazulu-Natal
The Department of Employment and Labour cordially invites stakeholders and the media, to the Major Hazard Installation (MHI) Roadshow to be held in Durban next week (31 October 2023), in the KwaZulu-Natal Province.
The roadshow aims to introduce the newly Promulgated Major Hazard Installation Regulations, 2022 and also to promote and raise awareness of these new Regulations.
The Major Hazard Installation Regulations was promulgated on 13 November 2022, by the Minister of Employment and Labour, T.W. Nxesi, and published on 31 January 2023 and application was announced on 17 May 2023. As such the MHI Regulations, 2001 have been repealed and are no longer applicable.
According to the Department of Employment and Labour, the MHI Regulations, 2022 lays down the fundamentals to know the inherent risks attached to the use of bulk dangerous substances that have the potential to harm employees and public members.
The protection instruments have been redefined, some terms have been expanded and added.
And again, the duty holders or MHI facilities are now expected to self-regulate by:
- Classification of MHIs
- Registration of the approved MHI
- Usage of incorporated standards (SANS 1461 and SANS 1514)
- Development of Major Prevention Incident Policy and Safety case licence to operate High Hazard Establishment
The main focus of the event is MHIs throughout the country, the Local Government officials in all spheres, as well as OHS officials.
And the participants, include the stakeholder focus group such as:
- National and Provincial Department of Employment and Labour
- Major Hazard Pipelines (Sasol, Transnet, Afrox and others)
- Local Government in all spheres, i.e. Metropolitans, Municipalities as well as Tribal authorities
- Land Zoning, Town Planning, Emergency services, Disaster Management, etc.
- Department of Transport (Marine, Rail, Road and Aviation)
- Eskom, Rand Water, Optic Fibres,
- National Energy Regulator of South Africa
- Railway Safety Regulator
- Critical Infrastructure Protection: SAPS
- MHI Facilities
