Eastern Cape Legislature conducts public hearings, 6 Feb

Eastern Cape Provincial Legislature conducts public hearings on Public Administration Management Bill, Judicial Matters Third Amendment Bill and Legal Practice Bill

The Portfolio Committee on the Office of the Premier shall hold Public Hearings on the following Bills:

Public Administration Management Bill [B55 – 2013] S76 (2) 

Amongst the key objectives of this Bill is:

  • to promote the basic values and principles governing the public administration referred to in section 195(1) of the Constitution
  • to provide for the transfer and secondment of employees in the public administration; to regulate conducting business with the State
  • to provide for capacity development and training
  • to provide for the establishment of the National School of Government
  • to provide for the use of information and communication technologies in the public administration
  • to establish the Public Administration Ethics, Integrity and Disciplinary  Technical Assistance Unit
  • to provide for the Minister to set minimum norms and standards for public administration
  • to establish the Office of Standards and Compliance to ensure compliance with minimum norms and standards;
  • to empower the Minister to make regulations and
  • to provide for related matters.

Submissions must be made on or before 10 February 2014.

Judicial Matters Third Amendment Bill [B53 – 2013] S76 (1) 

The main objectives of the Bill is to amend Section 78 of the Attorneys Act No.53 of 1979 and Section 11, 56, 77, 78, and Section 97 of the Child Justice Act No.75 of 2008.

Submissions must be made on or before 24 February 2014.

Legal Practice Bill [B20B – 2012] S76 (1). 

The Bill aims to enhance the transformation of the legal profession by providing that the South African Legal Practice Council established under clause 4 of the Bill will develop programmes to empower historically disadvantaged legal practitioners, and the Council will be required to report annually on progress made in respect of these programmes and on measures adopted to enhance entrance into the profession by previously disadvantaged persons. One of the main objectives of the Bill is to address the question of the high costs of legal fees charged by legal practitioners in the country.

Submissions must be made on or before 24 February 2014.
