the dti and CIPC to present a regulation, enforcement and compliance course for regulatory entities

The Department of Trade and Industry (the dti) in partnership with the Companies and Intellectual Property Commission (CIPC) will launch a capacity building course to address core identified public service capacity needs pertaining to regulatory agency specific risks, governance and strategy at the Council for Scientific and Industrial Research (CSIR), in Pretoria from 18h00 tonight, 28 January 2013.

According to the Deputy Minister of the Department of Trade and Industry, Ms Elizabeth Thabethe, who will be delivering a speech at the launch, the transformation from the old Companies and Intellectual Property Registration Office (CIPRO) to CIPC has significantly expanded the mandate of the Commission.

“The Commission is expected to now perform a much broader regulatory and enforcement function where governance and risk issues are key aspects of the regulatory landscape. We appreciate the importance of this change in mandate, which is why we are rolling out this course to better equip our workforce for the successful implementation of the CIPC strategy,” she said.

The course will be rolled-out to 50 delegates comprising of both the dti and the CIPC officials, specifically those performing regulatory and enforcement functions and will explore the operations and management of the regulatory and enforcement agencies rather than the reform of law.

Thabethe announced that the course will be presented by Professor Malcolm K. Sparrow of the Practice of Public Management at Harvard’s John F. Kennedy School of Government. He is the Faculty Chair of the school’s executive programmes on regulation and enforcement, corruption control, policing and counter-terrorism. In March 2010 he was appointed by President Barack Obama to the Recovery Independent Advisory Panel, to advise the Recovery Board on protecting the integrity of the economic stimulus package

“We are expecting that his lectures will help us achieve our objectives of promoting alignment in thinking between the various regulatory agencies and capacitate the dti agencies with core skills on regulatory risk, governance and strategy. The course will contribute significantly to the skills set and competencies required by the CIPC and other regulatory agencies and will also create a platform for better alignment and integration between the regulators,” said Deputy Minister Thabethe.
