About MRC and the Constitutional Rights
Government has adopted an outcome – based approach to service delivery, which consists of 12 outcomes. The department contributes to Outcome 2: A long and healthy life for all South Africans. In all the department’s planning and initiatives, this outcome forms the focal point of the department’s transformational agenda.
The constitutional base that supports the MRC’s mandate is “the right of equality of all people to enjoy the basic human rights enshrined in Chapter 2 of the Constitution, which is the Bill of Rights. Furthermore, The National Health Act, 2003 (Act No. 61 of 2003) as amended, provides for a transformed national health system for South Africa, and empowers the Ministry of Health to put in place mechanisms and interventions in place to ensure that the constitutional right of access to health for all is realised. Therefore, the establishment of the MRC is one such mechanism for providing improved health care to the citizens, with innovations in terms of diagnostics, treatments and practices for those diseases predominantly affecting South Africans.
The objects of the MRC are, through research, development and technology transfer, to promote the improvement of the health and quality of life of the population of the Republic, and to perform such functions as may be assigned to the MRC.
