Launch of two public financial management capacity development programmes

The Deputy Minister of Finance, Dr David Masondo, will deliver a keynote address at the launch of two Public Financial Management Capacity Development Programmes aimed at building capacity within municipalities. The Swiss Ambassador and the European Union Charge d'Affaires will attend the launch.

The two programmes, namely the Public Financial Management Capacity Development Programme for Improved Service Delivery (FMISD) and the Procurement, Infrastructure and Knowledge Management Capacity Building Programme (PINK), are being launched by the National Treasury in partnership with donors the European Union (EU) and the Swiss State Secretariat for Economic Affairs (SECO).

The programmes aim to build Public Financial Management (PFM) capacity at the identified pilot municipalities collectively, the programmes are valued at R344 million and are funded by both the EU (R248 million) and SECO (R96 million).

The funds for the EU funded FMISD will be administered by the Office of the Accountant-General, which is a division within the Department of National Treasury, while funds from SECO are administered by an implementing agent. The knowledge products and solutions emanating from the implementation of both programmes will be scaled up to other provinces and municipalities across the country at a later stage.

These interventions at municipalities are in line with Dr Masondo’s national roadshows to local and provincial governments in an effort to instil and inspire a culture of sound financial management and best practices within the local government.

Other delegates at the event will include representatives of various development aid partners, Heads of Free State and Mpumalanga Provincial Treasuries, Municipal Managers from the pilot municipalities, and National Treasury officials.
