The World Bank provides an assessment of the business climate in the largest cities in 189 countries. It publishes an annual Doing Business Report, which is based on surveys which generate indicators that are relevant to the life cycle of a small- to medium-sized formal domestic business.

In 2014, for the first time, surveys were conducted in the nine largest cities in South Africa: the eight metros and Msundunzi.

The exercise was commissioned by National Treasury in partnership with SA Cities Network and and the Department of Trade and Industry through an agreement with the World Bank.

The assessment is based on six indicators:

(a) starting a business;
(b) registering property;
(c) dealing with construction permits;
(d) getting Electricity;
(e) enforcing contracts; and
(f) trading across borders.

The Sub-National Doing Business (SNDB) Study, applies the Doing Business indicators and provides information on good practices within the same country that can be easily replicated in a peer-learning and reform process.
