Announcement of members of the board to serve at the Municipal Demarcation Board
The Ministry of Cooperative Governance and Traditional Affairs is working together with the Municipal Demarcation Board to facilitate an un-interrupted transition as the President of the Republic has announced appointments of the new members of the Board. During February 2013, the former Minister of Cooperative Governance and Traditional Affairs made a determination that three (3) vacancies that arose at the Board must be filled in accordance to section 6(2) of the Local Government: Municipal Demarcation Act, Act 27 of 1998 (herein after referred to as “the Act”). The filling of the vacancies was initiated by placing advertisements inviting persons to apply in the media circulating nationally in each province in terms of section 8(1).
In addition, during August 2013, further advertisements were placed by the Minister of Cooperative Governance and Traditional Affairs inviting persons to apply for seven (7) positions at the Board because the term of the current members expires on the 19 February 2014. The advertisements also invited persons to apply in the media circulating nationally in each province in compliance with section 8(1) of the Act.
Consequently, an Independent Selection Panel (herein after referred to as “the Panel) was established in terms of section 8(1) of the Act to consider all the applications received and conduct selection and recruitment process of suitable candidates to fill the positions. In terms of section 8(4) of the Act, the Panel considers all the applications, shortlist suitable candidates and conduct interviews. Furthermore, the Act, in sections 6(3) read together with section 7 of the guide the Panel of the skills, expertise and knowledge requirements to be considered while conducting the selection and recruitment process. Some of the requirements include amongst others that the Board must be broadly representative of South African Society, regional diversion and collectively include a pool of knowledge concerning issues relevant to municipal demarcation in each province. The Act empowers the Panel to determine its own procedure including its decision-making process, but the panel must act in a transparent and open way in terms of section 8(4) of the Act.
In accordance with section 8 (4), the panel compiled a report and list of nominees to the Minister, who then recommended the report to the President. The Act obliges the President of the Republic to make appointments from the list of nominees submitted by the panel.
The new ten (10) successful members were then announced by the Honourable President of the Republic on 4 February 2014, to serve as members of the Board at the Municipal Demarcation Board for a period of five years as of 20 February 2014.
The Ministry of Cooperative Governance and Traditional Affairs and the Municipal Demarcation Board are preparing both the farewell and inaugural ceremony scheduled to take place as follows:
