Communications Authority hears service delivery complaint against SAPO, 5 Nov

The Complaints and Compliance Committee (CCC) has scheduled a public hearing in the matter between the South African Post Office (SAPO) and Now Media (Pty) Ltd as well as seven other publishers following complaints lodged against SAPO earlier in the year.

The matter was partly heard by the CCC at a public hearing held on 2 July 2015 bearing the following allegations against SAPO:

1. Poor service delivery: Work stoppages, late deliveries or non-deliveries, loss of subscriptions, late payment of their subscription invoices, extra costs to hand deliver invoices, loss of readership, lack of replies to their complaints by SAPO and damage to their reputation.

2. As a result of the aforementioned poor service, the publishers alleged that they suffered severe financial loss.

3. SAPO failed to put measures in place to safeguard mail against loss, theft, fraud, damage and tampering.

4. No transparency or forum for public participation in trying to address the issues faced by SAPO in the creation of a workable solution was posited.

5. SAPO is delaying the process in that it is taking more than 10 months to resolve the publisher’s complaint.

The CCC adjourned the matter so that arguments can be heard in relation to the merits of the allegations that SAPO is not delivering in terms of its reserved Postal Services Licence.
