Gauteng MEC for Infrastructure Development, Bheki Nkosi, will tomorrow, 1 April 2011 unveil infrastructure maintenance roster for service providers doing business with the department at Tulisa Park regional office.
The advert for applications to be included in the service provider roster was published in selected newspapers in December 2010 and closed on 28 January 2011.
The idea of developing a new roster was to allow new entrants and thus broaden the reach of empowering Broad-Based Black Economic Empowerment (B-BBEE) companies, small, medium and micro enterprise (SMME’s) and Cooperatives. Another reason was to deal with flaws that have already been raised by the Auditor-General.
Key elements of the new roster approach include:
- Transparent evaluation process for the applications, with officials from other departments being in the panel,
- Addressing audit related issues on such matters that were inherited from the departmental entities such as Impophoma, Kopanong Precinct and the Emoyeni Conference Centre,
- Selection of services will be done automatically by the system and not individuals, and the reports will also be generated by the system,
- System complies 100% with Treasury Regulations, Supply Chain Practices notes, Preferential Procurement Policy Framework Act (PPPFA), B-BBEE Act and practice notes,
- Striving for equitable distribution of opportunities for SMME’s through a clean and transparent procurement process when it comes to maintenance services, and
- Capacitating the historically disadvantaged contractors, including the military veterans.
The unveiling of the new roster will significantly improve service delivery in our public infrastructure (hospitals, schools, etc.) as the normal procedures have been inadequate in dealing with emergencies, but also programmed maintenance will improve as a result. The roster will be opened again in April, 2011 to allow new entrants.
