The Financial and Fiscal Commission ('the Commission') is a permanent, independent and impartial State Institution established in terms of the Constitution of the Republic of South Africa Act No. 108 of 1996 as amended. It is governed by the Financial and Fiscal Commission Act No. 99 of 1997 as amended and its primary mandate is to make recommendations on the division of revenue between and among the three spheres of government and provide advice to organs of state on any other financial and fiscal matters.
In terms of Section 9 of the Intergovernmental Fiscal Relations Act (1997) the Commission is expected to table its recommendations on the division of revenue ten months before the Minister tables the Division of Revenue Bill. Accordingly, on 27 May 2011 the Commission will be tabling its recommendations for the division of revenue for the period 2012/13.
The submission is made against the backdrop of the aftermath of a globally induced recession, a highly restrictive fiscal environment, and government’s response – the New Growth Path and other job creation measures to address high levels of unemployment; the consolidation of social assistance and other social assistance programmes to alleviate persistent poverty and growing inequality – and explores further instruments that government can use to tackle these pressing socio-economic issues.
The submission deals among others with options for South Africa’s transition to a consolidated budget and fiscal guidelines; looks at issues of inclusive growth, development and fiscal policy; undertakes an analysis of local government revenue and expenditure; reflects on the sustainable development of South Africa’s built environment; considers issues of environmental sustainability and climate change in the local government sector; and conducts a budget analysis of the basic education and health sectors, while exploring options for increasing performance in those areas.
The submission also takes a preliminary look at, and makes some initial comments on, (a) the implementation of the Rural Development Programme and its Implications for the Intergovernmental Fiscal Relations System in South Africa and (b) the impact of unfunded/underfunded mandates in the South African Intergovernmental Relations System.
