The Department of Rural Development and Land Reform is hosting an international conference titled “Policy Dialogue on Sustainable Rural Development: Creating Agency in Rural Areas” at the Cape Sun in Cape Town

The conference aims to unpack common problems (such as job creation, etc) and solutions (such as community driven development, etc) facing rural development policymakers and practitioners in relation to the creation of sustainable rural livelihoods and agency amongst the rural poor.

This Policy dialogue follows the New Delhi Conference on Dynamics of Rural Transformation in Emerging Economies, held last year, which explored how certain rural territories demonstrate social and economic networks and institutional capacities capable of innovation and adaptation to global and economic opportunities and realise positive social and environmental outcomes. The New Delhi conference brought together BRICSA member countries (Brazil, India, China and South Africa) to find solutions to and leverage opportunities that rapid transformation of rural areas in these world’s major emerging economies pose to the sustainability of society.

New and innovative approaches are being put in place by emerging economies to address these challenges and by bringing together senior level policymakers and public sector administrators, academia, business and civil society representatives, this Policy Dialogue will provide an opportunity for sharing some positive models, experiences and innovations drawn from emerging economies for the benefit of rural populations.

The dialogue objectives are four-fold:

  • To share experiences and discuss options and constraints for sustainable rural livelihoods in developing and emerging countries such as South Africa, Brazil, China and India
  • To provide recommendations for improved policies and practices in supporting SA’s comprehensive rural development programme
  • To enhance cooperation amongst policy makers, academics and development practitioners working in the field of rural development and land reform
  • To continue south-south learning initiatives initiated in New Delhi, India in April 2010 emerging from the International Conference on The Dynamics of Rural Transformation in Emerging Economies.

Luminaries which will be in attendance include the Deputy Minister for the Department of Rural Development and Land Reform Mr Thulas Nxesi, Professor Julio Berdegue from Chile and Ms Felicity Proctor, Independent Consultant from London, Dr Shaohua Chen of the World Bank from Washington, Professor Zuo Ting from China Agricultural University in Beijing and other senior officials from various departments.
