Committees to hold hearings on Liquid Fuels Charter

Parliament’s Portfolio Committee on Energy and the Select Committee on Economic Development will from next week (14 to 15 September) jointly hold public hearings on the Liquid Fuels Charter.

The main aim of the public hearings is to determine how far has the Petroleum and Liquid Fuel industry gone in implementing the Liquid Fuels Charter.  In addition, the hearings will seek to determine if historically disadvantaged South Africans have benefited from the Charter.

The Charter is an agreement among industry players and its goal is to redress the imbalances of the past and to ensure that historically disadvantaged South Africans participate, and are involved in the oil industry. It also provides a framework for the progression of empowering historically disadvantaged South Africans in the industry.

The Charter which was adopted 10 years ago, states that the historically disadvantaged South Africans should attain at least 25% ownership and control of all facets of the Liquid Fuels industry within 10 years. This year marks the end of the agreement, hence the review process that is being initiated by the two Committees.  

This initiative is also in line with one of Parliament’s functions which is to involve the public in work. Various organisations and individuals will make oral and written submissions during the hearings. After the hearings, a report will be tabled in the two Houses of Parliament, the National Assembly and the National Council of Provinces (NCOPs).
