Parliament’s Select Committee on Cooperative Governance and Traditional Affairs will tomorrow Tuesday, 16 February get briefings from the MECs of Free State, Gauteng and Mpumalanga regarding municipalities that have been put under administration in their provinces.
The municipalities have been put under administration in terms of Section 139 of the Constitution. And they are Free State’s Nala Local Municipality and Thabo Mofutsanyane District Municipality, Gauteng’s Nokeng Tsa Taemane Local Municipality and Mpumalanga’s Thaba Chweu Municipality.
Section 139 empowers the MEC to intervene “when a municipality cannot or does not fulfil an executive obligation in terms of the Constitution or Legislation.”

Meanwhile, the Portfolio Committee on Communication will receive a progress report from the Independent Communications Authority of South Africa (ICASA) in respect of investigations into interconnection rates and procedures to be followed in terms of the Electronic Communication Act among other things. The meeting will be held in Committee Room V454 on the Fourth Floor of the Old Assembly Wing at 10h00.
