In May 2010, the Northern Cape MEC for Social Development launched the project known as the ‘Balelapa household profiling’ .The Balelapa household profiling supports and intensifies the “War on poverty” programme, which aims to ensure that poor and vulnerable households are provided with an integrated basket of services and development support including access to education, nutrition, basic services, and economic empowerment opportunities.
Households were visited (door-to-door) in the whole Namakwa District Municipality by a team of professionals and volunteer community workers who interviewed household members using a structured questionnaire to identify their specific needs so that access to government services and provision of safety nets could be accelerated.
The Acting Premier of the Northern Cape Province, Ms Grizelda Cjiekella will launch the Namakwa Balelapa Analysis Report at Media Breakfast. She will be accompanied by the MEC for Social Development Mr Alvin Botes.

The objective of this Project was to develop a comprehensive database of information at household level that would enable the Northern Cape Provincial Government to have at its disposal a database of comprehensive information that will contain a profile of each household within the province, their skills levels, give an indication of the existing services being delivered as well as identify gaps.
The system can be used
- To inform planning, budgeting and decision-making by all government departments
- As a monitoring tool
- As a planning tool, especially to identify needy households and to plan and strategise better towards the alleviation of poverty and to improve service delivery
- To determine trends
- To do graphic illustrations of information
The purpose of this is also to provide a basket of services to poor families, namely:
- Access to Primary Health Care Facilities
- Access to VCT
- Registration as job seekers and skills audit
- Emergency health referrals
- Referrals for those waiting treatment/medication/health care supplies for chronic illness
- Labour protection services
- Vital Registration
- Scholar transport
- Access to Free Basic Services
- Making government services known to the public
- School uniforms
- Water tanks
- Establish/activate Community Policing Forums
- Establish Street Committees
- Starter packs for seasonal production
- Registration of ECD sites
- Access to existing ECD sites
- Access to schooling
- Access to school nutrition
- Access to school infrastructure
- Placement of individuals in existing facilities – adult education
- Registration of adult education centers
- Temporary shelter
The information contained in the analysis report ensures that the correct service is delivered to the correct persons within a given time frame and also ensures that planning is directed to close service delivery gaps by providing the basket of service to graduate households out of poverty.
