South Africa and Lesotho make progress towards easing movement
of citizens between two countries

The Republic of South Africa-Lesotho Bilateral Task Team on the Facilitation
of Movement of Citizens has met in Mohale, Lesotho, from 24 to 25 February
2009.

The purpose of the meeting was to report on progress on preparations towards
the implementation of the agreement signed by the two states.

The Facilitation of Movement of Citizens Agreement, once implemented, will
reduce the current administrative burden on Basotho and South African visitors
crossing the common border and reduce opportunities for corruption and criminal
activity.

It recognises the uniqueness of Lesotho's geographical situation; it being
the only country in the world that is entirely surrounded by a single other
country, South Africa.

Lesotho outlined its plans with regard to securing travel documents and
introducing a national identity system for its citizens. The delegation, led by
Mr Lefa Joseph Mokotjo (Ambassador), Principal Secretary for Lesotho's
Department of Home Affairs, reported good progress with amending its laws to
provide for the implementation of the Agreement.

"South Africa has made good progress in getting the Agreement ratified by
the South African Parliament. During February 2009 the Agreement was presented
to the Portfolio Committee of Home Affairs," reported South Africa's High
Commissioner to Lesotho, His Excellency Mr Happy Mahlangu.

Both sides committed themselves to ensuring that citizens, of Lesotho and
South, visiting the other state are given the best service possible pending the
introduction of the agreement.
