Eastern Cape on Service Delivery Excellence Programme

Eastern Cape Provincial Government will host a Gala Dinner to
recognise Service Delivery Excellence

On Friday, 27 February 2009 the provincial government of the Eastern Cape
will host a Gala Dinner to recognise and award outstanding public servants who
have performed their duties beyond expectations. The event will take place in
East London at River Park Hall at 18h00. This is part of the Balasela Service
Delivery Excellence programme which was initiated by provincial government in
2006, as the vehicle to improve service delivery in the province. “Balasela’ is
an isiXhosa word which signifies excellence.

“The quality of service delivery in the Eastern Cape has for sometime been
getting negative accolades, and this has been caused by a number of challenges.
As government though, we are very mindful of the amount of work and dedication
that some of our public servants do to better the lives of our people. Here I
am talking about men and women, who take initiative, complain less and worry
more about how they can improve their efficiency to provide quality services to
our people,” said Premier Mbulelo Sogoni.

It is only noble then, that as government we recognise and award these men
and women so that they can know that their contributions are valuable to us as
government and to the people of the Eastern Cape. Premier Sogoni said: “We
certainly hope that others will follow in their footsteps so that as we march
forward as a province, we can have a significant number of dedicated public
servants who will transform our society for the better.”

The Balasela programme seeks to improve the quality of departmental
process
management, the level of service delivery (output quality), and client
satisfaction, by introducing the recognised management of planning, doing,
controlling and taking corrective action (P-D-C-A) in respect of all
departmental functions, operations and processes. This, the programme does by
awarding individuals and departments for going beyond the call of duty to
obtain service excellence.

Amongst other things the Balasela awards event is envisaged to create a
service
excellence, and people centric public service. This event is also aimed at
encouraging leadership to take lead in ensuring the alignment of service
delivery improvement imperatives and thus closing the gap between policy
formulation and implementation.

Balasela is a progressive service delivery assessment programmes which
focuses on operational efficiency and effectiveness. It quantifies performance
through the measurement of objectives against set standards and thus ultimately

through continuous assessment and improvement. This service delivery excellence
programme is based on South African Excellence Model (SAEM) which is a globally
accredited and recognised framework for measuring organisational
excellence.

In presenting these awards, the Premier is recognising the noteworthy
efforts made towards improving service delivery. The awards include
recognising:
* innovative projects and individuals in departments that have an impact in
improving and accelerating service delivery
* outstanding departments and individuals in the quest to accelerate
modernisation of government processes in becoming more responsive to the public
demands
* those departments that have done well in achieving the targets as set out in
the implementation of the provincial service delivery acceleration
programme
* to give quality, credibility and transparency of the Balasela Awards, the
provincial government has involved private business and credible individuals in
the processes.

These processes include the crafting of criteria to select nominees for the
awards.
