Correctional Services on juveniles in correctional centres

Department of Correctional Services to move with speed in the
reduction of juveniles in correctional centres in 2006

Whilst the number of awaiting trial detainees in correctional centres is
dropping, there is still need to expeditiously ensure the drastic reduction of
the number this year through multi departmental initiatives.

The visit today, Tuesday, 13 June 2006, by the Parliamentary Portfolio
Committee on Correctional Services and the Acting Inspecting Judge of Prisons,
Judge Nathan Erasmus to the Pollsmoor correctional centre for awaiting trial
juveniles has highlighted the importance of the continued multi departmental
approach, particularly the collaboration of Justice, Social Development, Safety
and Security and Department of Correctional Service to holistically and
effectively overcome this problem.

A key critical measure that is to be implemented that stems from the visit
today, is the deployment of representatives from the Judicial Inspectorate of
Prisons and Legal Aid Board to look into expediting the legal processes for the
juveniles, including ensuring their immediate access to legal representation,
particularly the juveniles at the Pollsmoor correctional centre.

As a temporary departmental measure, a directive has been issued by the
Commissioner, Linda Mti to regional commissioners to identify suitable
facilities that could be used to ensure the safe custody of juveniles in
conflict with the law and these should take into account their needs as young
offenders whilst a holistic and permanent solution is being sought through the
multi departmental cluster initiatives.

Overall, the children awaiting trial in our facilities has declined between
January and December 2005.

During this year the department will ensure that these children are placed
in well maintained and properly resourced facilities where they will receive
adequate and appropriate care and supervision.
