The National Building Regulations and Building Standards Amendment Act 62 of 1989 intends:

  • to amend the National Building Regulations and Building Standards Act, 1977, so as 
  • to insert certain new definitions and to extend certain existing definitions;
  • to further regulate the application of the said Act;
  • to provide for the assignment of certain duties of chief fire officers of local authorities;
  • to further regulate approvals by local authorities in respect of the erection of buildings, appeals to a review board, certain authorizations for the erection of buildings by building control officers, the issue of certificates of occupancy by local authorities in respect of buildings, and rights of entry by building control officers and certain other persons in respect of buildings;
  • to extend the power of the Minister to make national building regulations;
  • to further regulate and extend certain exemptions from liability for acts performed in terms of the said Act;
  • to increase certain penalties; and
  • to make new provision regarding the lapsing of certain regulations and by-laws, and standard building regulations, which are considered to be repugnant to national building regulations; and
  • to make provision for matters connected therewith.
