The repealed Liquor Amendment Act 57 of 1995 intended:

  • to amend the Liquor Act, 1989 [repealed in 2004], so as
  • to adjust the introductory provisions;
  • to insert certain definitions and to replace others;
  • to adjust references to obsolete names and laws;
  • to make the said Act also applicable to the former self-governing territories and TBVC states;
  • to abolish the existing Liquor Board and to establish a separate Liquor Board for each province;
  • to assign certain powers of the chairperson of the Liquor Board to the provincial Liquor Boards;
  • to allocate certain functions of the Minister of Trade and Industry in respect of a province to the Member of the Executive Council designated by the Premier concerned;
  • to make further provision in connection with the meetings of a Liquor Board, and the consideration of applications;
  • to further regulate the lodging of annual reports on the activities of Liquor Boards;
  • to make further provision regarding the nature of the premises relating to hotel liquor licences;
  • to extend the duty of a competent authority to furnish reasons for a decision;
  • to abolish appeals to the said Minister;
  • to provide for the designation of a recorder for each province;
  • to convert and maintain the licences existing in the former self-governing territories and TBVC states;
  • to repeal the liquor laws of the said territories and states; and
  • to make provision for certain transitional measures; and
  • to provide for incidental matters.
