The International Convention for the Prevention of Pollution from Ships Amendment Act 66 of 1996 intends:

  • to amend the International Convention for the Prevention of Pollution from Ships Act, 1986, so as
  • to insert certain definitions and to amend other definitions;
  • to provide anew for the application and interpretation of the International Convention for the Prevention of Pollution from Ships, 1973, as amended by the Protocol of 1978;
  • to make other provision for the making of regulations by the Minister of Transport;
  • to create certain offences and to prescribe penalties for such offences;
  • to give jurisdiction to a magistrate to impose any penalty prescribed by, the Act;
  • to extend the application of the Act to the Prince Edward Islands; and
  • to give effect, pursuant to accession by the Republic, to Annex III to the said Protocol and to amendments to the said Protocol which have been accepted by the Republic; and
  • to provide for matters connected therewith.
