28 of 1983

The Education and Culture Laws Amendment Act 28 of 1983 intends:

  • to amend the Correspondence Colleges Act, 1965 [repealed in November 1998], so as
    • to amend the definition of "Minister''; and 
    • to make further provision in respect of expenditure from the Correspondence College Fidelity Guarantee Fund;
  • to amend the Educational Services Act, 1967 [repealed in April 1990], so as
    • to provide that certain rules shall be made only with the concurrence of the Minister of Finance; and
    • to increase certain fines;
  • to amend the Cultural Institutions Act, 1969 [repealed in April 1999], relating to the functions of the councils of declared institutions;
  • to amend the Mentally Retarded Children's Training Act, 1974 [repealed in April 1990], so as
    • to provide for accounting records in connection with the affairs of state-aided training centres to be kept, for the auditing of such records and for the submission of certain financial statements to the Director-General: National Education; and
    • to further provide for the delegation of powers by the Minister of National Education and the said Director-General;
  • to amend the Technical Colleges Act, 1981, so as
    • to amend the definition of "post school education"; and
    • to provide for the appointment by a college council of committees of the council and for the delegation of powers by a college council to certain committees so appointed; and
  • to provide for matters connected therewith.
