103 of 1986

The National Education Policy Amendment Act (House of Assembly) 103 of 1986 intends:

  • to amend the National Education Policy Act, 1967 [repealed in December 1997], so as
    • to adapt certain expressions as a result of the assignment of the administration of the said Act and certain ordinances to the Minister of Education and Culture;
    • to allow greater participation by the organized teaching profession and the organized parent community in the education in schools and the training of teachers;
    • to provide that the said Act shall be applied subject to certain general laws;
    • to abolish the National Education Council, and to provide for the constitution of an ad hoc council by the said Minister;
    • to assign the control over the recruitment and selection of students to the head of the provincial education department concerned;
    • to establish an education council for each provincial education department and to determine its functions;
    • to make provision for the establishment of subcommittees by the Committee of Heads of Education;
    • to delete the provision relating to the inspection of schools and offices;
    • to make provision for the recognition by the said Minister of a body for the organized teaching profession; and
    • to extend the regulation powers of the said Minister; to repeal certain Acts; and
  • to provide for matters connected therewith.
