            The Broadcasting Amendment Act 113 of 1990 intends:
- to amend the Broadcasting Act, 1976 [repealed in 1999], so as
 - to replace the definition of "Minister" and delete the definition of "Republic";
 - to empower the Minister to postpone the payment of television licence fees and to grant exemption from the payment thereof and of penalties;
 - to further regulate the closing date of the financial year of the SABC; and
 - to replace the long title; and
 - to provide for matters connected therewith.
