Good afternoon, Goeiemiddag, Mholweni

The work of the Department of Cultural Affairs and Sport is informed by schedules 4 and 5 of the Constitution of the Republic of South Africa. These schedules speak to our concurrent legislative competency relating to cultural matters, language policy and the regulation of official languages and to our provincial competence in terms of archives, libraries, museums, provincial cultural matters, provincial recreation and provincial sport.

Sport en kultuur kan ‘n groot rol speel as deel van die oplossing vir die talle probleme wat ons provinsie in die gesig staar: van die bestryding van misdaad, dwelmmisbruik en die herstel van die sosiale struktuur van ons gemeenskap tot die bou van sosiale eenheid, werkskepping en die inspireer van oud en jonk. Dit kan ook help in die oorbrugging van die landelike en stedelike verdeling wat so duidelik te sien is in ons provinsie.

It is within this context that the Department’s vision of a transformed, creative, active and informed Western Cape is located.
Our strategic intent is informed by the following:

  • We believe that excellence in sport and culture arises where talent meets opportunity and is nurtured, supported and sustained.
  • We believe that talent is evenly spread across all communities, but that opportunities, facilities, structures and support are unevenly distributed.
  • We know that our past inequalities of resource allocation live on in our current circumstances, and these inequalities limit dramatically our talent pool.
  • We commit ourselves therefore to creating the conditions for talent to emerge from across all communities in an equitable manner, and to be nurtured and supported so excellence can flourish.

We therefore seek to do the following:

  • Widen our talent pool by providing the infrastructure and opportunity for those communities historically excluded.
  • Sharpen our talent identification programmes so that talented individuals are identified and supported.
  • Provide Skills Training that will allow talent to emerge, and will grow this talent to excellence.
  • Support, through effective partnerships, the sustaining of high performance in sport and culture.

We are also the custodians of our rich cultural heritage found in the diversity of our languages, the preservation of our cultural memories in our archives and museums, and the collection and spread of knowledge, information and a culture of reading through our libraries.

Speaker, I wish to upfront indicate that my department will have to execute its mandate within the confines of an extremely tight budget. The total budget of R296 Million 445 thousand in real terms, when taking CPIX into account, represents a minor increase over last years budget.

I do however have to indicate that R79 million 213 thousand of the total amount is conditional grant funding received from national government for the provision of library services and mass participation in the fields of sport and recreation.

Mr Speaker, during his State of the nation address our, President, Mr Jacob Zuma made three comments that are extremely relevant to the work of my department. Allow me to quote: “Our shared value system should encourage us to become active citizens in the renewal of our country. We must build a common national identity and patriotism.
We must develop a common attachment to our country, our constitution and the national symbols. In this spirit, we will promote the National Anthem and our country’s flag and all other national symbols. We must provide an opportunity to involve all South Africans in forging an inclusive national identity to deepen our understanding of our history and heritage”.

Speaker, my department accepts the challenge that our President and Premier has set and will proceed to address it as follows:

Arts and Culture

The cultural sector remains very fragmented. The Department has some years ago embarked on a strategy to establish cultural forums in local municipalities to ensure better co-ordination and integration. Following a review of the implementation of this strategy, the Department hopes to expand the programme further this year with the formation of district cultural forums in the five district municipalities of the Western Cape.

The department remains resolute in implementing programmes in rural areas of the Western Cape, inclusive of women, youth and the disabled, and to encourage twinning of marginalized communities and groups with established arts and culture institutions and organisations.

Through the development programme for music, the department will this year expand the programme to include the development of orchestras and bands, some of which will concentrate on performing indigenous compositions and traditional melodies. The department hopes that this will culminate in the establishment of an indigenous orchestra consisting entirely of female members by 2010.

The train-the-trainer programme for arts and culture will be expanded to include more persons that are trained to train other persons, targeting farming and rural areas of our province. To keep abreast of technological development, the visual arts training programme will focus on the introduction of digital media which is accessible and affordable yet could yield great economic opportunity for practitioners of this art form.

Die departement sal vanjaar sy landelike handwerk-inisiatief langs die gewilde Roete 62 verder uitbrei. Handwerkers sal vaardighede geleer word en deur hierdie inisiatief sal netwerke tot stand gebring word sodat kunshandwerkers die bemarkbaarheid van hul skeppings kan verbeter.

Important cultural traditions and practices are demonstrated and taught through the puppetry programme in a creative and informal manner. This programme continues to create employment opportunities to the most marginalised sector of our communities, namely rural women. This initiative has also afforded other role-players a medium through which to convey messages and lessons to youth, e.g. about drug abuse as well as other social ills which plague our society.

Collaborations have been facilitated in the drama field with festivals such as the Suidoosterfees and Artscape’s drama productions on the big stage. Such collaborations expose and encourage rural drama productions, as well as the development of excellence in the art form. We will provide ongoing maintenance support for Artscape and an amount of R125 thousand will be transferred to Artscape for this purpose.

The department has allocated R8,8 million for NPO’s funding and has a funding policy which clearly articulates broad operational areas which highlights the diverse aspects related to the arts. The purpose of this funding is to advance arts and culture through the various genres, and to make it accessible at all levels within our society.

I also wish to express my gratitude to the private sector, private trusts and individuals for the continued support. It is indeed this support that has ensured the vibrancy of the arts and culture sector in our province.

Museums and Heritage

Museum Service

To ensure that the affiliated museums meet international standards in collections care and management, our affiliated museums are encouraged to develop their collections by seeking out new material and artefacts from under-represented communities. Last year twelve museums recorded new acquisitions. We expect a similar result this year, especially at museums where research projects are being conducted for new exhibitions and education programmes. Twelve preventative conservation policies will also be developed and implemented at affiliated museums.

To entrench quality public education programmes for school visits and provide opportunities for lifelong learning, a number of new education programmes will be developed. These include, the archaeology education programme, the heritage in transit travelling education box, the Dias landing and the Afrikaans time travel programmes.

The transformation of museum exhibitions and collections will continue at several museums throughout the province. To ensure service excellence at museums in the major centres in preparation for 2010, museums are undertaking research on the local football heroes in their communities and will compile exhibitions to commemorate these local heroes. Most importantly, museums are focusing on raising the standard of their services and on providing visitor information in the major foreign languages.

Because funding for museums remains a challenge I have instructed my department to be creative and seek partnerships with potential donors, other departments and national government.

Heritage skills remain in demand and the museum service has embarked on a structured skills training programme that address training needs from the lowest to the highest levels. This year, six training interventions are planned, some of which will be conducted in isiXhosa to ensure that staff receive training in their mother tongue.

Instandhoudingswerk by provinsiaal - gesteunde museums gaan voort by die Houtbaai Museum, Simonstad Museum en die Drostdy Museum in Swellendam. ‘n Span werkers met gespesialiseerde vaardighede, gewerf uit ‘n aantal geaffilieerde museums is betrokke by hierdie projek. Vyf van die werkers volg tans ‘n vaardigheidsontwikkelingsprogram in houtwerk.

Whilst our support of R1,9 million to province-aided museums and R43 thousand as grants-in-aid to local museums, is small, the department also provides professional, managerial and technical advice and support, thereby ensuring the continued preservation of our heritage.
Heritage Resource Management and Heritage Western Cape

The Heritage Resources Management Services Unit and Heritage Western Cape continues to play a pivotal role in the preservation and safeguarding of heritage of the Western Cape.

Erfenis Wes-Kaap het, sedert hul totstandkoming, die eerste nuwe provinsiale erfenisterreine verklaar. Hierdie argeologiese terreine is:
Bobbejaanpunt, wat die Elandsbaai Grot insluit;
Mosselpunt Vindplek, ook naby Elandsbaai; en
Deel 37 van die plaas Uitkomst 23, in Paternoster.

Like the former President of the South Africa, President Mbeki, said: 'I owe my being to the Khoi and the San', I have taken up this challenge, to acknowledge my ancestors and help in the documentation of their footprint.

In this regard, Other sites are currently being investigated with a view to their proclamation as provincial heritage sites. These are:
Ratelgat, Van Rhynsdorp distrik – ‘n terrein wat die geskiedenis van die Khoisan uitbeeld, asook die 20ste eeuse weerstand teen Britse kolonialisme. Daar word beplan om die Khoisan argeologiese materiaal op die terrein in die Knegsvlakte Biosfeer in te sluit.

  • the Hex River Railway Line, De Doorns – A site of Industrial Archaeological significance, which would be used as a means of economic empowerment (amongst others job creation) of the local community
  • community house, Salt River – which is of significance in terms of the Resistance Movement for the people of our province.

Language

Language services are responsible for the implementation of the Provincial Language Policy, the provision of language services (translation, editing and interpreting) to all departments in the provincial government of the Western Cape, as well as the provision of management and administrative support for the Western Cape Language Committee.

In ensuring the equal status of the three official languages of the Western Cape it is important to bear in mind that an active process of promoting the previously marginalised indigenous languages, isiXhosa as a marginalised official language and the Khoisan languages, as well as Sign Language/Deaf awareness, needs to be maintained by means of awareness programmes across the province.

In addition, ongoing work will be done on the further implementation of the Provincial Language Policy throughout the 2009/10 period. Awareness projects and workshops will also be held throughout the Western Cape Province to increase awareness of the official languages, especially isiXhosa, the Nama language as a Khoisan language and Sign Language.

During the year Language Services will provide opportunities, in co-operation with training institutions, for editing, interpreting and translation training for staff members of provincial government departments.

Ongoing administrative and management support will be given to the Western Cape Language Committee to ensure that it executes its mandate.

The priority programme for Language Services is the continued implementation of the provisions of the Western Cape Provincial Language Policy in Provincial Departments and Institutions to ensure that residents of the Western Cape have access to services in the official language of their choice and that all three official languages enjoy equal status in the Western Cape provincial government.

Library and archive services

Library Services

The Department of Cultural Affairs and Sport is at the centre of information provision through its library and archives services. An enormous contribution was made in the last financial year through the provision of library material where more than 372 thousand items were processed and added for the 335 library centres in the Western Cape.

The Department’s contribution to the educational needs of learners to assist them with information resources, resulted in purchasing of library material to the value of R37 million, translating to 260 thousand library materials during the last financial year. The emphasis on the purchasing of appropriate reference material will continue this year with the purchasing of copies of a new Afrikaans children’s encyclopaedia, for which there is a dire need in the Western Cape.

The library service contributes toward the promotion of indigenous languages.
In 2008/09, library services procured 13 thousand 770 copies of indigenous language material and during the current financial year 17 000 copies of indigenous language material will be purchased and the budget will be increased to R634 thousand.

The extension of library facilities in the Western Cape remains a challenge due to inadequate funding. The department’s key focus is the provision of library facilities in rural areas.

Die afgelope jaar is ‘n bedrag van R2 miljoen oorgedra aan die Drakenstein Munisipaliteit vir die bou van ‘n biblioteek vir die Gouda gemeenskap. Hierdie projek sal binnekort tot voordeel van die Gouda gemeenskap voltooi word. Nogtans moet ons daarop wys dat, gegewe die begrotingsbeperkings, die Departement nie in die MTUR –periode (Mediumtermyn Uitgawe Raamwerk) befondsing beskikbaar het om munisipaliteite te ondersteun in die bou van nuwe biblioteke of die opgradeer van bestaande biblioteekfasiliteite nie.

The flagship project of the department for the past five years has been the Wheelie Wagon service. Through this project, library services are extended to remote rural areas. To date, 27 communities have benefited from this service and several more will benefit this year.

The department will receive R40 million 976 thousand as a conditional grant from the national Department of Arts and Culture for the enhancement of library services in the Western Cape province. About 74% of the grant funding will be transferred to municipalities to continue with the employment of additional staff at libraries.

The department’s emphasis towards rural development continues with our rural library connectivity project which is making strong progress. Twenty sites at public libraries are currently being rolled out.

In her State of the Province Address, the honourable Premier, stated that we need to ensure “the extension of rural library services (wheelie wagons), and the improvement of library IT systems, especially increased internet access to facilitate IT skills among young people.”

In order to meet this challenge my department will be rolling out ICT projects in 14 rural areas. Each site will provide for access to a computerized library system as well as public internet access.

Archive Services

The Western Cape Archives (WCA) is the oldest archive service in South Africa, and is the custodian of South Africa’s earliest written records. To ensure that official records are managed effectively and efficiently by all government departments, the Records Management component will continue to present training courses for record managers of all organs of state in the Western Cape.

Inspections of records management systems at individual governmental bodies will continue to monitor and evaluate the implementation of approved systems.

Sport

Speaker, in his state address the honourable president of the Republic of South Africa, Mr Jacob Zuma, made the following comments with regard to sport: and I quote “It is clear that we need to invest on a large scale in sports development. We will speed up the revival of school sport and ensure that it forms part of the school curriculum. In addition we will ensure that the provision of sport facilities in poorer communities receives priority”.

Premier Zille, in her opening address also elaborated on this theme by indicating that we should “encourage the development of sports clubs and school leagues, which will offer our youth the opportunity to get involved in constructive after-school activities”.

Therefore whilst emphasis must be placed on the creation of access and opportunity for all, which is mass participation, there must be a strong focus that hones in on delivery to the poor and to the historically disadvantaged.

Sport development

Club Development

The objective of the national club development initiative is to revive and revitalise clubs that have become non-functioning due to lack of administrative capacity, access to funding for transport to league games, training kit and equipment. Since 2007 a total of 188 clubs have been integrated into the club development programme and the department will continue the work it has been doing in this regard.

Stakeholder engagement: Federation Liaison

Ninety-eight sport federations are recognised by the department across the province and we have set aside an amount of R4 million 400 thousand to assist federations with development, transformation and the hosting of major events.
In addition, in order to contribute towards the realization of medals at the London 2012 Olympics, the department has committed itself to provide financial support to athletes competing at the elite level. This will be done in partnership with the Western Cape Sport Academy (WECSA), SASCOC, school sport and club development.

Sportfasiliteite

Die departement sal R4 miljoen vir die ontwikkeling van 2 nuwe sportfasiliteite bewillig, terwyl 5 bestaande fasiliteite opgradeer sal word. Die departement sal bystand verleen aan die Arende (SWD streeksrugbyspan) om ‘n nuwe fasiliteit in Eden te ontwikkel, aangesien Outenikwapark sy volle kapasiteit bereik het.
Ons verbind onsself vandag tot die ontwikkeling van ‘n nuwe veeldoelige sportfasiliteit in die Kaapse Wynland Distrik Munisipale gebied wat voorsiening sal maak vir sokker, rugby en krieket, aangesien die bestaande fasiliteit onvoldoende is en dit nie lewensvatbaar is om dit verder uit te brei nie. Die bestaande fasiliteit sal opgradeer word en dan aan die plaaslike skool, wat nie oor sportvelde beskik nie, oorhandig word.

Riaan Loots Campaign

The Riaan Loots campaign seeks to highlight the plight of violence and injuries in sport and promote fair play and sportsmanship, curb substance abuse and build communities through sport. To date the campaign has reached at least 10 000 rugby people and other sporting codes. In this financial year, the awareness campaign will be taken to schools in the Boland. An amount of R200 000 has been set aside for this purpose.

Sport Legends

The Sports Legends initiative strives to acknowledge the contributions made by sportspersons and activists of yester-year in the Western Cape. This year, legends from triathlon / biathlon, swimming, baseball, golf, gymnastics, bodybuilding, pool and football will be honoured at Kirstenbosch on 15 December 2009.

Farm worker Development

The department is also working on promoting sport and recreation on farms in an organized and structured fashion. For the new financial year we will spend R1,9 million on the extension of these activities.

Wes-Kaapse Sportraad

Die opinie van die burgerlike samelewing is uiters belangrik vir my department.
Dit is dus vir my aangenaam om na jare se onderhandeling en harde werk aan te kondig dat die Wes-Kaapse Sportraad wat bestaan uit verteenwoordigers van die Westelike Provinsie, die Weskus, die Boland en SWD op 1 Augustus 2009 onder die voorsitterskap van Advokaat Lyndon Bouah, die huidige president van die Westelike Provinsie Sportraad, bekendgestel sal word. ‘n Bedrag van R60 000 is bewillig vir die werksaamhede van hierdie instelling.

Siyadlala Community Mass Participation Programme (MPP)

The Siyadlala Community Mass Participation Programme is one of four legs of the Mass Participation Programme (MPP). The other three are Club Development, School Sport MPP and FIFA World Cup™ Legacy.

During the course of this year the department will send a team of 150 participants to the National Indigenous Games Event to be held in KwaZulu-Natal in September 2009. The department is also involved in the Senior Golden Games, a joint venture with the Department of Social Development. The regional event will take place in Paarl later this year followed by the inter-provincial Golden Games to be held in the Eastern Cape the following month.

School Sport

Speaker, this year the department will place a greater emphasis on the establishment of sustainability within the school sport sector and will subsidise implementation structures to the value of R29 million, of which R10
million is conditional grant funding, and 10 million for the Western Cape Sport School.

Sport Assistants

With the reduced emphasis of the education curriculum on physical education, the department has embarked on a programme to ensure that young people at schools do indeed engage in sport. To this end, we have placed 323 sport assistants with equipment at 242 schools and will be placing an additional 100 Sport Assistants with equipment at 50 poor and/or historically disadvantaged schools during the course of this financial year.

Sports assistants also play a role in promoting issues of social awareness about and alternatives to crime, violence, drug abuse, gangsterism and other social ills.

2010 FIFA World Cup

The 2010 World Cup Unit is tasked with creating social legacy from the 2010 FIFA World Cup event. The 2010 World Cup programme of the department will be funded through the Legacy Mass Participation Grant to an amount of R10 million. There can be no question about either the importance, or the scale of this event.

The programme of the 2010 World Cup Unit involves: specialised football clinics, street football programmes, providing skills for coaches through coaching clinics, working with sports forums, working with local municipalities and other stakeholders, profiling of football ambassadors, profiling local arts and culture practitioners, and support for local football through the providing of public viewing areas.

Provincial government needs to ensure that the 2010 FIFA World Cup will have a significant impact on those who are not of the City of Cape Town. Our aim is to enable people outside the stadiums and outside the city to “touch the World Cup” in various ways and to enable economic benefit and jobs to flow from that encounter. In addition, we need to ensure that significant social legacy is created in as broad a range of contexts as possible, particularly in disadvantaged and rural communities.

During this year, we intend to train a further 500 volunteers to ensure the smooth operation of Fanjols during the World Cup.

Skills specific to soccer are also provided for in a range of programmes aimed at skills improvement and enhancement. This takes place particularly at club level, but also in schools. During this year, we intend to run 2 football development programmes; 6 specialised football clinics, which will train 120 young people.

The “Stars in their Eyes” programme, which we are conducting in collaboration with the “Stars in their eyes” Foundation in the Netherlands, has seen 250 young people between the ages of 12 and 17 trained by coaches which have been produced through the joint project. In addition, we intend to facilitate the twinning of 20 football clubs with counterparts in Holland, through this programme.

We will also continue our Street football programme, with an intended 15 events around the province in order to create excitement around the event. We also intend to utilise our Football Ambassadors at 8 major sport events, eight coaching clinics and in 20 school related programmes. These ambassadors have years of football experience both on and off the fields which can be used to improve the football and life skills of our young people.

Skills development in arts and culture will be done in collaboration with the various directorates and by providing opportunities for local artists and other relevant practitioners. We intend supporting eight major provincial events, so that the 2010 World Cup can be prominently profiled. We have entered into a partnership agreement with the Cape Craft and Design Institute to enable crafters and artists throughout the province to produce the kind of materials which are likely to sell to tourists and fans before and during the tournament.

We have entered into a partnership relationship with the Greenpoint Visitor Centre to enable 1200 young people per month, from around the province, to visit the stadium and experience the excitement during the build up and construction phase of the tournament.

We will have educational events in 8 areas, profiling national symbols and we will facilitate the provision of cultural programmes at six major football events, to profile local talent and expose the crowds to local culture.

Monitoring and evaluation

During the 2009/10 financial the department will focus on the development of a performance monitoring system. The aim of the system will be to automate the collection and consolidation of performance information and reports. This system will be integrated with the Department of the Premier’s project towards establishing a system for organizational performance management across all departments.

Major sport and cultural events

Sport and culture tourism can contribute significantly to the development of the tourism industry in the province and therefore we will continue to work with our sister departments on:

  • promoting “homegrown” events internationally with a view to attracting more foreign participants and spectators to the Western Cape
  • promoting South Africa and the Western Cape as a destination of choice for social participants in sport and recreation

For this financial year my department has allocated R2,3 million to the above.

Honourable members, as a sport loving nation, we South Africans are currently on a sporting high. Our rugby sevens team recently won the world rugby sevens championships, our national cricket team, the Proteas, is currently undefeated in the 20/20 Cricket World Cup , our national football team, Bafana Bafana, is playing it’s best football in years and this coming Saturday, the Springboks will be taking on the might of the British Lions team. On behalf of the people of the Western Cape I wish to congratulate our national teams on their achievements and wish them well in their quest to bring sporting glory to our nation.

Speaker, in conclusion, allow me to reiterate that my department is determined to deliver on our mission to encourage excellence and inclusiveness in sport and culture through the effective, efficient and sustainable use of our resources, and through creative partnerships with others.

In ons strewe na uitmuntendheid sal ons omstandighede skep vir massa deelname, die identifiseer van talent en vaardigheidsontwikkeling. Ons streef ook daarna om die verdelings in ons samelewing te oorbrug en om te illustreer hoe sport en kultuur oplossings kan bied vir die vele uitdagings wat ons in die gesig staar.
