of export permits to the European Community (EC)
28 September 2006
A Trade, Development and Co-operation Agreement (TDCA) between the European
Community (EC) and the Republic of South Africa has been established, and
entered into force on 1 January 2000. This agreement provides for the
establishment of a Free Trade Area between the EC and South Africa in
accordance with the World Trade Organization (WTO) rules and the strengthening
of European development assistance to South Africa.
As part of the concessions provided under the TDCA, the EC has agreed to
grant tariff preferences on limited quantities of selected products in the form
of tariff quotas. It was agreed during the negotiation that the Department of
Agriculture (DoA) would administer the EC agricultural quotas on behalf of the
South African Government. Therefore export permits will be issued for the
access quantities at reduced levels of duty. The selected products that can be
exported at reduced levels are: cheese, cut flowers, frozen strawberries,
canned fruit (pears, apricots and peaches), frozen orange juice, pineapple
juice, apple juice, sparkling wine and white and red wine. The detailed
information regarding the application, administration and allocation of export
permits to the European Community was published on 22 September 2006 in the
Government Gazette No.29224, Notice No.1337 of 2006. Export permits will be
issued only to registered exporters in South Africa for exportation to specific
European countries.
All exporters and potential exporters interested in exporting any of the
products stipulated in the Schedule (as published in Government Gazette
No.29224 of 22 September 2006, Notice No.1337 of 2006 and also available on the
Department's website: http://www.nda.agric.za/publications/
under "Publication" in the "Government Gazette Notices") from South Africa to
the EC countries during the calendar year (1 January 31 December 2007), are
hereby invited to submit their applications on or before 20 October 2006 in
accordance with the prescribed procedures.
