1.3 The modernisation of the CJS through the application of technology solutions in order to effectively manage routine operations, reduce costs and eliminating waste and automating paper intensive systems.

1.4 The mobilisation of the population in the fight against crime, by introducing changes to the CPF regime to embrace a broader notion of community safety, including expanding their role in all matters dealing with the CJS and by providing financial assistance and administrative infrastructure to render them effective.

1.5 Promote the rehabilitation of detainees to reduce recidivism, addressing the challenge of overcrowding in detention facilities through the creation of an Awaiting Trial Detainee (ATD) branch, ensuring effective security in detention facilities.

These escapes represents 1.1 escapes per 10 000 inmates and expected level of performance was 2.2 escapes per 10 000 inmates in the first six month
    Number of assaults in Correctional Centres and Remand Detention facilities (per 10 000 inmates DCS Oct - 09 Statistics from 1 Apr-09 to 31 Jul-09 indicate that 355 alleged assaults occurred. These assaults represent 22 alleged assaults per 10 000 inmates

1.6 Acceleration of efforts to reduce serious and violent crimes by the set target of 7% to 10% per annum and to generally improve public confidence in the criminal justice system. Special attention will be given to combating organised crime

Performance achieved against target was 49.65%
    Percentage of organised crimes-related cases referred to court increased (% Organised Crime Project Investigations successfully terminated) SAPS Dec - 09 A total of 50% of the terminated Organised Crime Project investigations were terminated successfully. For the period under review 18 projects were terminated of which nine (9) projects were terminated successfully in which 53 arrests were made
    Police actions to prevent contact-crimes (e.g. roadblocks, cordon and searches, arrest of wanted persons, the recovery of firearms and drugs) SAPS Ongoing During the period under review a total of 18 018 220 system generated police actions to prevent contact crimes were executed. During the operations 1 378 44 vehicles, 3 289 955 persons searched and 12 555 roadblocks were conducted
    Completion of the mandate of the DPCI structure SAPS Jul - 09 The mandate is currently being refined and must still be finalised. The organisational structure is approved. 287 projects that were received from DSO were evaluated. All these investigations were placed according to focus area of crime
    Integrated Cluster Command and Control Centres at different levels of operation established SAPS, DHA, DSS Dec - 09 A National Joint Operations Centre (NATJOC) has been established where all relevant national departmental role-players are represented. the Centre has been equipped with state-of-art technology enabling the immediate management of all operations within RSA
1.7 Shielding the country against the growing threat of cyber crime and identity theft by, among others, ensuring adequate protection of information and communications network infrastructure.

1.9 The transformation of the judiciary by addressing key issues such as the enhancement of judicial independence, inculcation of judicial ethics, entrenching internal systems of judicial accountability as well as ensuring full access to justice by the poor in particular.

1.11 Together with other sectors, urgently combat the scourge of corruption in the public and private sectors and in society in general through advocacy, strengthening the legal and policy prescripts and frameworks aimed at combating corruption and ensuring implementation thereof by the law enforcement agencies.        
  1.11.1 Detection and elimination of corrupt practices Incidents of corrupt practices decreased through detection SAPS, DoJCD, DHA, NICOC, NIA, SANDF, DSD, DCS, DDMV Ongoing A total of 990 cases of corruption and corruption-related involving SAPS personnel members were registered during Apr-08 to Mar-09. This represents a quarterly average of 247.5 cases registered per quarter during 2008/09

  1.11.2 Maintain and safeguard identity of citizens and resident non-citizens Strengthening the processes for the issuance of enabling documents (identity documents, passports, birth & death certificates etc.) DHA Oct - 09 Security features for identity documents, passports, births and death certificates are being reviewed and are to be implemented. DHA has undertaken a campaign to promote the registration of births nationally to eliminate the high number of late registrations
    Maintain a comprehensive and secure, user friendly database of fingerprints and demographic information of South Africans and official residents DHA Oct - 09 Automated Fingerprint Identification System (AFIS) has replaced the manual system and has reduced the turnaround time for verification by 50%. AFIS has an ability to independently identify and verify fingerprints with absolute minimal human intervention
    Implement a procedure for the protected use of and access to the database of fingerprint and demographic information DHA Jul - 09 Biometric Access Management System (BACM) is targeted at increasing security in the systems such as National Population Register (NPR), Passports etc. The project will be implemented Nov-09
