Mr Sicelo Shiceka severd as a Minister of Cooperative Governance and Traditional Affairs of the Republic of South Africa from 11 May 2009 until 2011. Prior to his appointment as a Cooperative Governance, he served as a MEC for Development Planning and Local Government from 1994 to 1999; Minister of Provincial and Local Government of the Republic of South Africa from 25 September 2008 from 10 May 2009.

He also served as a member of Standing Committee on Public Service; a member of Standing Committee on Land and Environmental Affairs; a member of Standing Committee on Security and Constitutional Affairs; a member of Joint Standing Committee on Defence; and also as a member of Joint Constitutional Review Committee; a Chairperson of the Committee on Safety and Security in the Gauteng Provincial Government in 1999; and as a Chairperson of the Select Committee on Local government, Constitutional Development and Administration in the National Council of Provinces in 2004.

 

Academic Qualifications

Mr Shiceka obtained a Diploma in Economics from Wharton Business School in Pennsylvania, United State of America (USA) and Diploma in Labour Relations from the University of the Witwatersrands (WITS) and he studied a Masters degree in Political Economy from University of Free State.

 

Career/Positions/Memberships/Other Activities

Mr Shiceka a member of Joint Committee on Ethics and members interest; Executive member of the Soweto Youth Congress; a Chairperson of the Standing Committee on Provincial and private members; a Branch Chairperson of the Congress of South African Students (COSAS) in Soweto in 1980; a member of the gauteng (then PWV) Leadership structure of the Azanian Student Organisation (AZASO) in 1987 and an Organiser for Paper, Printing,Wood, Allied Workers Union PPWAWU in 1989.

He also served as a Provincial Secretary of the Paper, Printing, Wood, Allied Workers Union (PPWAWU) in 1990 and Deputy Chairperson of the Johannesburg Inner-city branch of South African Communist Party (SACP) in 1991. He became a member of the Provincial Executive Committee of the SACP in 1991 and Provincial Secretary of Congress of South African Trade Union (COSATU) in 1992.

He also served as a Co-convenor of the PWV Economic Development Forum in 1992; a member of the Provincial Working Committee of (SACP) in 1993; a Deputy Chairperson of the ANC Kyalami Region in 1993; and as a member of the Gauteng Provincial Executive Council of the ANC in 1996.

He worked for the then banned African National Congress (ANC) in its underground structures and he also served as a Chairperson of the ANC Provincial Executive Committee's Commission on Religious AffairsSub-Committee from 2004 until 2007 and as a Deputy Chairperson NEC Legislation and Governance Sub-Committee in 2007.

In 2007 he was a member of the Legislative Proposals and Petitions; and member of the ANC National Executive Committee on Peace and Stability Sub-Committee a member of the ANC (NEC) Political Committee.

Mr Shiceka conceptualised Integrated Development Plans (IDP) and Ward Committees for Local Governance; conceptualised the establishment of South African Local Government Association (SALGA); and conceptualised the Urban Renewal of Cities Programme.

Mr Shiceka was a member of African National Congress (ANC) National Executive Committee (NEC); Chairperson of ANC Gauteng Peace and Stability Sub-Committee from 2007; he also developed the Central Business Improvement District Concept and led the Re-Engineering of the Local Government Training Board process.
