Position

Mr Phumulo Masualle was the Deputy Minister of Public Enterprises of the Republic of South Africa from 30 May 2019 to 6 March 2023.

Mr Phumulo Masualle is the current Deputy Minister in the Department of Public Enterprises in South Africa. This Department is mandated to perform shareholder oversight on behalf of government over seven (7) State-Owned Companies which include Transnet (rail, freight, ports and engineering); Eskom (electricity utility); Denel (advanced manufacturing and arms industry); South African Airways (SAA); South African Express (SAX), Alexkor (a diamond mining company) and South African Forestry Company Limited (SAFCOL), a timber and forestry.

In the mid-80’s, he became immersed in the student struggles for transformation as championed by the then South African National Students Congress (SANSCO) where-after he became involved in the struggle for the emancipation of the poor and marginalized workers, primarily in the Post and Telecoms Sector, in the erstwhile Transkei under the banner of the then Transkei Post Office Workers Association (TRAPOWA) a forerunner to Post Office and Telecommunications Workers Association (POTWA) in that area.

As an activist, he has led in the following leadership positions; In the SACP, he led in Branch, District and further led as the Provincial Chairperson and the Provincial Secretary (in the Eastern Cape) as well as the National Treasurer. In the ANC, he led in Branch, Regional, Province, furthermore as the Provincial Chairperson (for two (2) terms) and in the National Executive Committee.

Other than having led in various structures of the trade union movement and Mass Democratic Movement (MDM), Mr Masualle has led and still leads in various portfolios in the leadership of the South African Communist Party (SACP) and the African National Congress (ANC). For instance, he is currently a member of the Central Committee of SACP (and had been a member since 1994 to date) and as member of the National Executive Committee of the ANC (since 2007 to date).

Mr Masualle has worked in the Eastern Cape Provincial Administration at various levels from 1994 to 1999 prior to his elevation to being the Member of the Provincial Legislature (MPL).

As a Member of the Eastern Cape Provincial Legislature, he served in various Standing Committees and Portfolio Committees including as among others as the Member of Standing Committee on Public Accounts (SCOPA). As a member of the Public Accounts Committee, he also served in the Association of Public Account Committees (APAC) at national level and at some point as National Chairperson.

Furthermore, as Member of Provincial Legislature but within the Provincial Executive Council, he led as the Member of Executive Council (MEC) responsible for the following Departments; Roads and Public Works, Health, Provincial Planning and Finance; Economic Development, Environmental Affairs and Tourism. As well, in the Eastern Cape Provincial Legislature, Mr Masualle also served as the leader of government business.

In 2014 after provincial and national elections, Mr Phumulo Masualle was elected as the Premier of the Eastern Cape Province and he became leader of the Provincial Executive and Head of Provincial Government. He held the position until 2019 provincial and national elections.
