Dr Sefularo held a MBChB from Medical Universtity of Southern Africa (Medunsa); a MBA from University of Cape Town; a Post Graduate Diploma in Tropical Medicine and Hygiene (DTM and H); a Post Graduate Diploma in Public Health (DPH); Post Graduate Diploma in Health Service Management and a Post Graduate Diploma in Company Direction from Institute of Management and Technology.

Dr Sefularo was a member of the African National Congress (ANC) Provincial Executive Committee (PEC) and North West ANC Deputy Chairperson. He also served as a Chairperson of Deployment Committee for Economic Transformation Committee; and a member of ANC Sub-committees on Economic Transformation and Political Education.
He was a Deputy Secretary of ANC North West Province from 1983 until 1995; a member of National Medical and Dental Association from 1986 to 1995; member of United Democratic Front (UDF) from 1983 to 1995; a member of Azanian Student Organisation from 1979 to 1985 and President of the Student Representative Council (SRC) at Medunsa from 1981 until 1984.
