Ms Fraser-Moleketi served as a Deputy Minister for Welfare and Population Development of the Republic of South Africa from February 1995 until June 1996; as Minister for Welfare and Population Development from June 1996 until 16 June 1999; before she was appointed Minister for Public Service and Administration of the Republic of South Africa from 17 June 1999 until 25 September 2008.

She became a member of Parliament in 1994 and she served until 25 September 2008. She was a member of the Management Board of the Commonwealth Association of Public Administration and Management (CAPAM) and represented South Africa on the Executive Committee and Governing Board of the African Training and Research Centre in Administration (CAFRAD).

She also served as a Vice-President for Africa of the International Institute of Administrative Sciences (IIAS) from 2004; as a Chairperson of the 4th and 5th All Africa Conference of Public / Civil Service Ministers in 2005 and as a President of Management Board of the Commonwealth Association of Public Administration and Management (CAPAM) in 2006.

She was a member of the Focal Point of the African Peer Review Mechanism (APRM) in 2006; a Deputy Chairperson of the United Nations Commitee of Experts on Public Administration in 2006; and as a Patron of the Free and Open Source Software for Africa (FOSSFA)in 2007.

She also became a member of the UNDP Africa Group on Capacity Development; and Board member on UNITAR in 2008. Ms Fraser-Moleketi also served as a Chairperson of the Sub-committee on Rules of the National Assembly of the Parliament of South Africa.

 

Academic Qualifications

Ms Fraser-Moleketi holds a Masters degree (Cum Laude) in Public Administration from the University of Pretoria; Thesis Topic: Public Service Reform in South Africa: an overview of selected case studies from 1994 to 2004, Supervised by Prof Jerry Kuye 2006.

She also studied towards a Diploma in Education at University of the Western Cape (incomplete due to becoming a Political exile in 1980s. She attended Military Academy in the Union of Soviet Socialist Republic (USSR) from 1982 until 1983; she also attended a specialist military course in Cuba in 1989 and in 1994 she was awarded a fellowship to Harvard University by the Institute of Politics, Kennedy School of Government which focused studies on policy analysis and investigated aspects of the constitution making.

Ms Fraser-Moleketi received approval by the University of Pretoria to be admitted to the University for MA on the basis of recognition of prior learning 2003. She matriculated at Livingstone High School, Claremont in Cape Town in 1978.

 

 

Career/Positions/Memberships/Other Activities

Ms Fraser-Moleketi gained extensive experience in Public Administration in all its facets, policy formulation and implementation in a range of settings and Rapporteur-General of the IIAS second Specialised International Conference, held in New Delhi, India; from 5th to 9th November 2002, which dealt with theme "Towards quality Governance for Sustainable Growth and Development.

 

She served on the Management Committee at the Convention for a Democratic South Africa (CODESA) as technical support to General Secretary of the SACP from 1990 until 1994; a Chairperson of the Innovation Committee of CAPAM (Singapore Biennial) in 2004 and as a Chairperson of the IIAS Working Group on "Administering Global Governace" from 2004 until 2005.

Ms Fraser-Moleketi is the Author and Co-Author of the

Ms Fraser-Moleketi received Order of the Crazy Horse Award of the American Indian population for service and leadership; an Award by the University of Pretoria, School of Public Management and Administration in the Faculty of Economic and Management Sciences for contribution to Public Administration and Development in South Africa in 2003 and Awarded Top Business Woman for the 2005 and 2007; Honorary Professor of Stellenbosch University in 2006. She was also Awarded BBQ in 2006; Awarded Alumni in 2007.
