Mr David van Rooyen was the Minister of Cooperative Governance and Traditional Affairs of the Republic of South Africa from 14 December 2015 until 26 February 2018.

 

Academic Qualifications

Mr David van Rooyen has an advanced Business Management Diploma (2000-2004), a Diploma in Municipal Governance (2002-2003), a certificate in Municipal Governance (2004-2005), a certificate in Councillor Development (2005-2006), a certificate in Economic and Public Finance (2007-2008), and a Masters Degree in Public Development and Management from Wits University (2006-2009).
 
A Masters of Science in Finance (Economic Policy) from University of London (2011 - 2014) and a Certificate in Investment and Portfolio Management (2014 - 2015).
 

Positions/Career/Memberships/Other Activities

Mr van Rooyen is a former Umkhonto we Sizwe operative between 1986-1989 and a former Umkhonto we Sizwe soldier from 1989-1994.

He has held the following leadership positions in the ANC from 1994 to 2007:

- He was a NUM Member (1988-1989);
- He became an ANCYL Branch leader (1994-1996);
- He served as an ANCYL Regional Leader (1996-2003);
- He was an ANC Branch Leader (1994-1997)
- Mr Van Rooyen was an ANC Regional Leader (1997-2007)
- He was appointed ANC Provincial leader (2007-2009).

He served as an executive mayor of Merafong Municipality between 2003-2009 and a North West provincial chairperson of the South African Local Government Association between 2007-2009.

He is the former whip of the economic transformation cluster between 2009-2014 and former whip of the standing committee on finance from 2014-2015.

He served as the Minister of Finance of the Republic of South Africa from 10 -13 December 2015.

He is a member of the African National Congress (ANC) and a Member of Parliament since 2009.
