Appointment of Registrar and Deputy Registrars of Banks, retirement of Registrar of Banks

The South African Reserve Bank (SARB) hereby announces the following appointments, which will take effect on 1 June 2016:

  • Mr Kuben Naidoo as Registrar of Banks
  • Mr Unathi Kamlana as Deputy Registrar of Banks
  • Mr Denzel Bostander as Deputy Registrar of Banks.

These appointments have been made with the approval of the Minister of Finance, Mr Pravin J Gordhan, in terms of section 4 of the Banks Act 94 of 1990 (Banks Act). The positions are statutory appointments in terms of the Banks Act.

These appointments are for a limited period, up to the earlier of two years or the date on which the Financial Sector Regulation Bill (FSR Bill) is promulgated.

The roles of the Registrar and Deputy Registrars of Banks will fall away under the Twin Peaks regulatory framework, and the Chief Executive Officer (CEO) will be responsible for the day-to-day management and administration of the Prudential Authority.

Deputy Governor Naidoo is currently responsible for the Prudential Supervision Cluster at the SARB; his appointment as Registrar of Banks will assist in ensuring a smooth transition to the new regulatory structure.

Mr Kamlana has been with the SARB for five years and is currently the Head of SARB’s Policy, Statistics and Support Department. He has been instrumental in the formulation of the Twin Peaks and other financial regulatory reforms in South Africa.

Mr Bostander has been with the SARB for 16 years, where he has played various roles. He is currently the Acting Deputy Head of the Bank Supervision Department.

Mr Rob Urry, who is presently a Deputy Registrar and heads the Risk Support Department, will continue to serve as Deputy Registrar until the promulgation of the Act.

The SARB would like to thank Mr René van Wyk who will retire on 31 May 2016 as the Registrar of Banks. Mr Van Wyk has served the SARB for five years. Under his leadership, the Office of the Registrar of Banks contributed to the promotion of the safety and soundness of the banking system.
