Conditions Survey (LCS) 2014/15 Living commences

Data Collection for the Living Conditions Survey 2014/15 conducted by Statistics South Africa (Stats SA) will commence on 13 October 2013. Data Collectors will visit households throughout the country to collect data from household members through a questionnaire. The LCS data is used to monitor and profile the poverty levels in the country and also provides the necessary data to inform the development and maintenance of household national accounts and monitor inequality. In line with the National Development Plan, the Living Conditions Survey (LCS) 2014/15, launched recently by Statistics South Africa, will help the country to monitor the NDP target of reducing the Gini co-efficient to 0.60 by 2030 as well as monitor the objective of reducing the population living below the lower-bound poverty line (LBPL) to 0% by 2030.

The Gini co-efficient is currently 0.69 based on IES 2010/11, (based on income per capita including salaries, wages and social grants). The LCS is a household-based survey that collects detailed income and expenditure data, as well as information on education, housing, social welfare, health and living circumstances from households across South Africa. The survey is conducted once in every five years and the last survey was in 2008. The results of the LCS are also used by Statistics South Africa (Stats SA) to reweight the CPI basket of goods and services.

The CPI, which was last reweighted using data from the Income and Expenditure Survey (IES) 2010/11, needs to be updated every 3 to 5 years so that the measure is linked to the most current consumption and spending patterns of households. LCS is conducted once every five years and data collection covers a period of 12 months where a household is sampled for a period of four weeks. A combination of diary and recall methods will be used to monitor household expenditure during the period of the survey. A sampled household will be required to keep an expenditure diary for a period of two weeks. LCS Data collection commences on 13th October 2014 to 30th October 2015.
