Gauteng announces names of Open Tender Pilot project bidders
The Gauteng Provincial Treasury and the Department of Roads and Transport are today releasing the names of 12 companies that bid for the tender to upgrade Cedar Road in the City of Johannesburg.
The Cedar Road tender is part of the Open Tender Pilot project which will be adjudicated in a manner that seeks to improve transparency in the awarding of tenders in line with supply chain management provisions of the Public Finance Management Act.
The tender closed yesterday (Tuesday) at 11h00 and officials from both departments immediately and publicly opened the box in front of bidders at a high technology facility with close-circuit television (CCTV) cameras. The bids were registered, imprinted and the amounts tendered for were announced to all present.
“In line with the commitment we made last year, we have today released the names of 12 companies whose bids range between R80-million to R100-million. This is the first time that we open and adjudicate tenders in this manner and lessons learned will be used to improve the process and ensure greater public scrutiny of the tendering process,” Finance MEC Ms Barbara Creecy and Roads and Transport MEC Mr Ismail Vadi said in a joint statement.
Provincial Treasury will publish the list of all the bidders on the Gauteng website before the close of business on Wednesday. The department will also publish on its website and update all the steps that will follow so that interested parties can view the decision-making process right up to the award of the tender. All steps in the award of this tender will be verified by an independent Probity Audit team.
Following the opening of boxes, the department’s Bid Evaluation Committee will screen the bids in the first week of February for document compliance, capacity and experience to deliver on the project. By law any contract that is above R30-million requires that contractors have a Construction Industry Development Board (CIBD) 8CE or above for their bids to be considered.
The Bid Evaluation Committee will draw up a shortlist which will be verified by the independent Probity Audit team. The Bid Adjudication Committee, which will sit in the first week of March, will check the Bid Evaluation Committee process and consider their shortlist. The Bid Adjudication Committee deliberations will be open to the public and it will take the final decision on the successful bidder.
Lessons learnt will be used to revise the Open Tender Policy which will be taken to the Gauteng Executive Council for adoption and use across the provincial departments.
